Functions and expenditure of Italian provinces in light of recent reform proposals
Funzioni e spese delle Province italiane alla luce delle recenti istanze riformiste
Abstract
The study explores "Functions and expenses of the Italian Provinces in the light of recent reformist instances", reconstructing the problem and the main evidence developed in the text. The analysis of accounting documents shows that the expenses incurred were mainly financed with transfers and own revenue, making a solid cover to the role conquered over the years with the decentralization processes. The reformer process, however, underwent an arrest due to the decision of the Constitutional Court (No. 220 of July 2013) which declared the unconstitutionality of the reform as drawn up. The intermediary body should strengthen its powers with greater powers in administering public affairs, being close to citizens and the territory of reference. Data tables, Years 2009-2011 The functions that have recorded more substantial amounts are those institutionally assigned to the Provinces, with the exception of expenses for the general administration that have absorbed the greater share of current resources (Table II). The budget of the local authorities, as it is already seen from the financial year 2009, continued to characterize itself for being financed in a predominantly way through transfers and sharing in the income of the tributes.
