Labelling urbano come programma di lavoro sulla città
Abstract
The work examines 'urban labelling as a work programme on the city', relating to the territorial dimension with the relevant economic and institutional aspects. Similarly, the negative impact of urban and metropolitan systems on the evolution of these phenomena is recognised (Rosensweig and Solecki, 2001; EEA, 2012). Just consider the historical delays that the cities of the Mezzogiorno present towards those of the centre-north to have a plastic confirmation of what has been said. From these two issues, a robust skepticism could arise about the actual applicability to the city of environmentally sustainable policies. In order to reverse this trend a primary role can be assumed by a definitively conscious urban planning of its duties regarding environmental issues. It is possible to believe, in particular, that planning aimed at sustainability and climate adaptation can be represented by the concepts of resilience and vulnerability (Fabietti, 1999; Medd and Marvin, 2005; Tyler and Moench, 2012). The labelling operation enriches traditional planning systems with an evaluation tool whose goal is to quantitatively and qualitatively define the intervention by placing it on a default judgement scale.
