Abstract

The work examines “From strategies to the implementation of RES3: the local dimension”, bringing in relation the territorial dimension with the relevant economic and institutional aspects. At the same time, these studies emphasize that one of the most critical aspects is the ability to translate the statements of intent contained in the RIS3 in concrete design, raising doubts about the ability of strategies (Capello and Kroll, 2016; McCann and Ortega-Argilés, 2016). Their task is, on the other hand, heavy: managing the urgency of an effective allocation of resources in a sensibly reduced time horizon is not easy. It is what emerges from the analysis of the “Projects of Specialization and Territorial Competitiveness” (PECT – Proyectos de especialización y competitivedad territorial) promoted by the Catalonia Region. The local governments, following a presentation on a regional call for a spatial specialization plan, are directly responsible for implementing certain RIS3 action lines. As an example, the city of Lleida has chosen the digital transformation of agri-food activity; the province of Tarragona has opted for family tourism; and the county of Baix Llobregat specializes in innovation in mental health treatment.
