Abstract

The article deals with “local public transport in Covid-19 period: what can cities do?”, placing the theme in the economic, social and territorial framework discussed by the authors. The cities with flat-rate ticketing systems have instead introduced specific forms of subscription, to encourage the use of the TPL in the soft bands. The experience of Milan, which includes subscriptions “Senior OffPeak” – average discount of 45% and that allow the journey on urban means only after the hours Morbida. Munich, finally, in addition to consolidating the subscription “Ore 9”, discounted of 11% and aimed at the generality of users, previews that some concessional rates 2 are provided only in the Off-Peak version. It, introduced by art.24 of L.53/2000, is defined as a “unitary tool for purposes and addresses [...] related to the Concessional: discounted tariff for a specific user category for which it is used “to grant” a particular facilitation. Further measures may concern the limitation of the validity of tariff concessions, such as senior and unemployed subscriptions, or the possibility of bringing children or escorts free of charge.
