Abstract

The work examines "Scenes for the Government of the Territories and Settlement Sustainability", reporting the territorial dimension with the relevant economic and institutional aspects. The failure of the international economic-financial protocols of development requires rethinking the settlement model and planning the return to government policies based on the valorization of territorial, local and urban capital. This will no longer happen in terms of further growth, accumulation and consumption, but by designing police and densification and adjusting the reuse of the soils in a multifunctional dimension, reconfigured the spaces and producing more relicensive and adaptive urban fabrics. For the purposes of the government of the territory, these priorities seem to be two in particular: to contain soil consumption and to increase the energy efficiency of the settlement (Arcidiacono et al., 2014; De Pascali, 2008). It is necessary to push towards compensatory practices or transfer of building credits and sustainability not only environmentally, consisting of works or extra cost benefits. Formation of an ethics of collective goods, to ensure real sustainability to the processes of valorisation and use of them, avoiding irreversible consuming them.
