Abstract

The article deals with “public and military issues: an opportunity for urban regeneration”, placing the theme in the economic, social and territorial context discussed by the authors. The immobilism that characterizes the theme is in clear contrast with the extreme speed with which the political world has changed and overlapped numerous legislative provisions. Despite a first census of the Demanio Agency (Magistà, 2007), it has not yet reached a complete and reliable reconnaissance of the public real estate stock, from which the real values of the buildings can be assumed. They could represent the triggering element of a private initiative that could finance the conversion of property and that guaranteed the payment of the concession fee to the State. With the novelties introduced by the last legislative measures desired by the Renzi Government, virtuous elements seem to be seen that could lead to real outcomes for processes that have been dragging over time for many years. The events of the dismissal and valorisation of public property in recent years have turned out to be a “spy” of the difficulties of the Italian regulatory framework to reconcile state objectives and local potential.
