Evaluation of regional policies: a new database for expenditure analysis

Abstract
The study explores “Evaluation of regional policies: a new database for the analysis of expenditure”, reconstructing the problem and the main evidence developed in the text. The availability of reliable databases is a crucial element in improving the process of territorial policy-making. The estimation procedure, based on econometric methods or on output indicators, has been defined randomly according to the data characteristics. In comparative terms, the figures show how in EU15 expenditure on infrastructure allotted to 51.5% of total expenditure in these countries, while in EU13 the figure rises to 67.8%. On the other hand, other regions have used more resources on productive investment: Bucureşti – Ilfov, Romania (40.6%), Opolskie, Poland (35.0%) and Bratislavský kraj, Slovakia (32.8%). Instead, if taken as a percentage of the total resources available per province, the data show that many Competitive regions spend more than happens in the Convergence regions. The database, created by Ismeri Europa in partnership with the Austrian institute Wiiw has been published and can be consulted together with the report that accompanies it on the website of the European Commission 5.
