La valutazione dei programmi di cooperazione territoriale: alcune riflessioni
Abstract
The study examines "The evaluation of territorial cooperation programmes: some reflections", reconstructing the problem and the main evidence developed in the text. There are different evidences and preliminary reflections that can be conducted on the ex-post evaluation process of European territorial cooperation programmes (CTE) (2007-2013) 1. The main results of the evaluation analysis Known as Interreg, the main objective of European territorial cooperation programmes is to promote harmonious socio-economic and territorial development in the Union. Interreg A focuses on cross-border cooperation; Interreg B transnational cooperation, while Interreg C promotes interregional cooperation. It should be pointed out that the recorded isomorphic pressures do not only concern the general objectives of the programmes, but end with the influence of the actions undertaken, the initiatives carried out and, ultimately, the achievements at local and regional level. The State re-articulates its role as gatekeepers of new institutional compromises within the framework of structural changes in inter-organisational relations (Gualini, 2006; Hooghe 1996): the new configuration is organized vertically, on sub-national and supra-national relationships, and horizontally between individual and collective actors at the same scale.
