L’estensione del Piano paesaggistico regionale della Sardegna agli ambiti interni: una proposta metodologica
Abstract
The article deals with “The extension of the Regional Landscape Plan of Sardinia to the internal areas: a methodological proposal”, placing the theme in the economic, social and territorial context discussed by the authors. More than ten years after the approval and the proposal of the new regional urban law, it is essential to carry out the operation of landscape planning for the second step related to the internal areas. The experience of the PPR in Sardinia has shown how it is necessary to frame, in a shared and objective manner, the problems and the territorial potential, rather than to focus on the prescriptive force of the provisions of an institution to the detriment of other institutional actors. The evaluation study was conducted with reference to three cases of PUC VAS in compliance with the PPR, external to the coastal areas: the DS of Tissi, the RA of Nuoro and the RA of Meana Sardo. The result to be achieved is a structured, participatory and transparent planning, in which you can choose to achieve only some of the objectives that have emerged, through the choice of appropriate issues of intervention or priority detected by context analysis.
