From “safety at all costs” to “risk reduction” in flood management

Abstract
The work examines “From “safety at all costs” to “reduction of risk” in flood management”, reporting the territorial dimension with relevant economic and institutional aspects. Traditional flood protection approaches are based on the construction of artificial infrastructures, designed to contain the full event with a sufficiently large return time. A first result concerned the total costs of the main types of hydraulic defense works (ordinary maintenance costs, extraordinary and restoration - OMR). Based on the assumption that the built works must maintain their effectiveness over time, total costs have been estimated (OMR - Operation, Maintenance and Replacement). - ALT RF represents an alternative of plan that seeks to retrain the river's riverside, going to eliminate the shore defenses in some agricultural areas, to restore naturalness to the river.
