Abstract

The work examines "The health budget as a new welfare tool", bringing in relation to the territorial dimension with the relevant economic and institutional aspects. The personal budget, often referred to as a personal health budget, is defined as an allocation of funds to users to directly support their individual needs of social and personal health and well-being, planned and agreed between the individual and socio-sanitary services, often through a professional, the care planner (Wirrmann Gadsby E., 2013). This complexity is the basis of slowness in the adoption and implementation of personal budgets in various European countries and of the most difficult adoption by some groups of beneficiaries (Wirrmann Gadsby, 2013; Welch et al., 2017). But the most serious disease that perhaps today afflicts welfare is the impersonal bureaucracy that dispels solidarity and corrupts collective coexistence (Jurgen, 1998). Several Italian regions adopted the health budget as a Constitution of the World Health Organization, signed in New York on 22 July 1946, approved by the Federal Assembly on 19 December 1946 Instruments of ratification deposited by Switzerland on 29 March 1947, entered into force on 7 April 1948.
