The strategic environmental evaluation of plans and programs of the Tuscany Region

Abstract

The work examines "The strategic environmental evaluation of plans and programs of the Tuscany Region", bringing in relation the territorial dimension with the relevant economic and institutional aspects. In this context, the planning and relative evaluation have gradually become a process of decisions that must be made before being taken: a question that is perhaps discounted but not trivial, based on the experience gained in Tuscany in recent years regarding the application of the VAS. Generally reference was made to documents relating to the state of the environment outside the plan/programme or to consolidated data, produced by Enti or Agencies operating in the environmental field (for example ARPAT). The characterizations presented are often of a predominantly descriptive nature, with different levels of study in thematic treatment. There has often been difficulties in setting up the monitoring system because of the genericity of the actions foreseen by the plans/programmes, but also in relation to a principle of economicity of the procedure, referring mainly to existing reports and publications, produced in the context of the institutional activity of the Tuscany Region and the Agencies system.
