Regional urbanization laws and the government of territorial dynamics
Le leggi urbanistiche regionali e il governo delle dinamiche territoriali
Abstract
The work examines 'Regional urbanisation laws and the government of territorial dynamics', bringing into line the spatial dimension with the relevant economic and institutional aspects. Very synthetically, in what is considered the third generation of regional urbanism laws, two main models can be distinguished: the Lombard one, more flexible, and the Tuscan one, which preserves the primacy of public power in the government of the territory, with a wide autonomy of municipalities. They are now charged with excessive land consumption for urban expansion: this is one of the reasons that have led to the revision of the law (Semboloni, 2013). The territorialist school and the long term The theoretical approach of the Tuscan urban law is strongly influenced by the territorialist school, which sees invariance those characteristics of identity of the territory that must be preserved from the supposed effects of globalization (Magnaghi, 2010). A similar situation is that of the abandonment of the terraces, realized to put to crop marginal land no more profitable. Therefore, in the analytical phase of the plan, change should be highlighted, rather than invariance, to be constantly on the problem that requires a decision.
