Territorial and political vocations for sustainable mobility. The case of Terni

Abstract
The work examines "Regional and political vocations for sustainable mobility. The case of Terni", putting in relation the territorial dimension with the relevant economic and institutional aspects. The best international planning theories and practices highlight the need to set policies for mobility based on the characteristics and vocations of the territory (Martens and Griethuysen, 1999; Duany et al., 2009; Caltrans, 2010). Except for the capital (the only municipality to express high demographic concentration indices: 534.8 inhabitants/kmq), the aggregate of the plain of Terni (which also includes Narni, Stroncone and San Gemini) and the residential and productive compensations along the road axes (Istat, 2013). The “accessports” is assigned the task of reducing the use of non-sustainable forms of transport (and in particular the individual use of the car) that today reaches very high levels in the entire province of Terni. The consideration of the different vocations of sub-provincial territorial areas has allowed to select a set of actions for sustainable mobility in the Province of Terni decidedly different from what had been foreseen in the PTCP-PT of 2000.
