Abstract

The contribution analyses 'Policy-maker occulti', with attention to the context, reading instruments and policy implications. To complicate the procedure has added the entry of foreign capital in strategically priority sectors, operation that, although absolutely lawful, generates considerable doubts of opportunity. From the above-mentioned values taken from the ANIA reports, two indicators were calculated independently, frequency (sustains) and incidence (of payments) relative to the total average values (Tab. 1 and 2), which provide adimensional representations useful for the construction of a single general estimation. Operating risk analysis can be conducted based on the study of the frequency of sinisters and the incidence of compensation, for which reliable data provided by ANA is immediately available. The profile used for this purpose is as follows: Male, 40 years, 8th class bonusmalus, semi-annual prize, 4Mln maximal, vehicle of 16 tax horses, gasoline, of 4 years of age and value around 9.000€. The consistency of the figures, comparable or even higher than the consistency of a corrective national budget of the Government, certainly entails considerable effects induced in the local economic environment.
