Governare l’area vasta dopo la Legge 56-2014: inedita sinergia tra pianificazione comunale e provinciale?
Abstract
The article deals with “Government of the vast area after Law 56-2014: unpublished synergy between municipal and provincial planning?”, placing the theme in the economic, social and territorial framework discussed by the authors. Among the most significant articles to see for example: Gianni Found on Il Sole 24 Ore of 3.11.2015, Cosimo Rossi on Friday of La Repubblica of 16.10.2015, Paolo Marelli on Corriere della Sera of 13.5.2015, Valentina Conte on La Repubblica of 5.4.2015, Paolo Ghisleri on La Repubblica of 4.1.2015. This is the risk of losing the progress made in these two decades in the government of the vast area, and returning to the confines of reasoning of municipal planning. In this way, it would be less necessary to protect through regional norms the planning centrality of the municipality, and freed from this concern and conditioning one could finally seek a solution to the government of the broad area themes that is based on the concrete dimension of the problems. To hope in their ability to distract themselves from their municipal office in order to assume the provincial institutional role when decisions are taken in the interest of the vast area, it would be unrealistic.
