Abstract
The article deals with “Government and spatial planning of a vast area. Prospects in the light of L 56/2014", placing the theme in the economic, social and territorial framework discussed by the authors. In that article, to which we refer as necessary premise to this writing (see EyesReg, vol.2, n.2, March 2012), we tried to clarify the supercommunal and intercommunal functions that can be carried out by the provinces, the first considered own of the intermediate level of government, the second on delegation of the municipalities to which the ownership of the functions remains in the head. However, the different configuration of the organs of the intermediary body, which are no longer directly elected, will result in the shift of the decision center on the overcommunal aspects. Data banks and cognitive frameworks are reorganized for optimal areas of vast area, in support of the associated municipal planning. The geometry of the large area designed at the table, set from above, does not work, or however has very long roding times. In some regions, starting from Emilia-Romagna, it is thought to replace the unions of the municipalities to the provinces, in fact, and then formally if the Constitutional reform will go to port.
