Institutional reorganisation and new spatial planning: the case of Turin
Riordino istituzionale e nuova pianificazione del territorio: il caso di Torino
Abstract
The article deals with “Institutional reorganization and new planning of the territory: the case of Turin”, placing the theme in the economic, social and territorial framework discussed by the authors. To respond to these changes to the extent that they are manifested, it is increasingly necessary to place themselves in the national and international context, strengthening local specificities, but also knowing how to put themselves in a competitive global perspective. Since then there have been attempts to change in urban planning, to overcome a model too rigid and strongly hierarchical, rather fragmented, given the lack of a general redesign of the institutional framework. Taking into account the structural and potential characteristics of each area, the main changes concern the Olympic Mountain and Susa, for which it was preferred to shorten the municipalities in a single Homogeneous Zone; the same choice for the context of Chieri and Carmagnola. Rather than favouring the geometry of the Ait 9 of Turin, it is considered more congruent to maintain the one adopted for the Third Strategic Plan of the ATMT “Torino Metropoli 2015”. There is some slight divergence on some borders, especially between Turin and Chieri or between the Eporediese and Chivassese.
