Abstract

The study explores "The Metropolitan City: Tasks and Roles in Land Planning", reconstructing the problem and the main evidence developed in the text. With the law 56/2014 (called Delrio law) the Metropolitan City, institutional reality of which it was discussed for at least 25 years 1, has become reality. In addition, the Metropolitan City will take care of mobility and mobility, and it will have to ensure the compatibility and coherence of municipal urban planning in the metropolitan area. The governing bodies are the metropolitan mayor, the metropolitan council and the metropolitan conference formed by mayors. The constitution of the junta is not foreseen, but it is given the faculty to the mayor to appoint a deputy mayor and one or more delegates. The Council, the address and control body, approves regulations, plans, programmes, and approves or adopts any other act submitted to it by the metropolitan mayor; it also has the power to propose the statute (currently in the drafting phase) and final decision-making powers for the approval of the budget. The metropolitan conference has propitiative and consultative powers, not control; the law seems to want to limit decentralization in the Metropolitan City.
