Abstract

The contribution analyses "Specificity of the Metropolitan City of Naples. Plan with emergency”, with attention to context, reading tools and policy implications. Metropolitan systems are a typically interdisciplinary subject in which specialists such as geographers, economists, sociologists, urbanism, jurists, etc. are involved. Eternously faithful to itself, it was not able to give itself in time either the Statute, which according to the law should have been approved by 31 December 2014. This means that at least one third of the metropolitan city is indisputable to an expansion of the residential property and that, in addition to the satisfaction of the previous residential demand, it is to be put into account a non negligible rate of volume due to transfer from the red zones; 2. It is necessary to re-balance between internal areas and coastal areas, proposing a topic in vogue in the 1970s-80s when used for specific economic purposes. This leads to say that when dealing with the problem of the right balance of the territory of the metropolitan city of Naples you must necessarily reason in terms of regional territorial extension, and not only.
