Abstract
The study explores "human capital, universities and regional development (4)", reconstructing the problem and the main evidence developed in the text. This article is taken from the author’s intervention at the Plenary Session of the Rectors of the Southern Universities “Human Capital, University System and Regional Development”, held on 14 September 2015 in Rende (CS), on the occasion of the last Scientific Conference of the AISRe. In view of the relevance and relevance of the topics dealt with, Redazione considered it useful to publish it and share it with EyesReg readers. In spite of these seemingly obvious considerations, the national political agenda seems at least reluctant to promote organic planning, oriented to the requalification and enhancement of the Mezzogiorno where, on the other hand, the historical responsibilities of the local executive classes cannot be subtaxed. It follows, in contexts deeply marked by historical fragility and by further criticality deriving from the contingent recessive situation, a profound and dangerous discomfort of young generations that produces more and more intense migration flows, and feeds the desolating NEET hosts. Also on the side of support for the university system, a specific commitment of the Regions is required, with the meritorious objective of affirming a virtuous dynamic of vertical subsidiarity with the national government.
