Dall’emergenza alla ricostruzione dei territori fragili
Abstract
The article addresses “From emergency to reconstruction of fragile territories”, placing the theme in the economic, social and territorial framework discussed by the authors. The total budget is very important: there are over 104,000 damaged buildings, 54,000 evacuated buildings and 32,000 displaced, of which 28,500 immediately used the Contributions of Autonomous Accommodation 1 (CAS) and about 3,400 were arranged in the structures of the Adriatic coast. In addition, in order to avoid the depopulation of the crater areas and revive the inhabitants to their homes, from August 2017 more than 4,400 people have been temporarily housed in the Residential Emergency Structures (SAE), progressively realized in 28 crater municipalities. All the interventions were initially hypothesized with a “temporaneous” value strictly linked to the emergency phase and implemented with (prevalent) use of prefabricated building elements. For the 86 Marche centres, each one of which distracted on the territory in dozens of rural villages, fractional nuclei and numerous smaller centres, there is unfortunately the certainty that new events can occur. Similarly, the synoptic framework highlights the need, for more than 60% of the perimetres, to resort to “integrated reconstruction” interventions among more tools of urban and building character.
