Abstract

The article addresses “Incentives to enterprises: a quantification of resources”, placing the theme in the economic, social and territorial framework discussed by the authors. The aim of the analysis is to reach an estimate - regionally displaced - of the amount of public resources allocated to private enterprises. The quantification of resources The quantification of the amount of public resources for enterprises is laborious and not deprived of pitfalls due to the complexity of the structure of the State Budget. A reconnaissance of the resources carried out through the mere economic classification of the expenditure items does not allow to uniquely identify the final recipients. If the total resources provided in the three-year period are analysed, it is interesting to note that incentives for Northwest and Northeast enterprises (14.64% of the total) exceed the amount allocated to localized enterprises in the Mezzogiorno - islands included (11.75%). To this end, the progress of state budget resources has been analysed through the breakdown of the recipients of payments. The result of the analysis - with the appropriate regional differences - seems to resize, therefore, the actual scope of public intervention in favour of private enterprises.
