Abstract

The article addresses “Economic recovery and industrial and regional policy”, placing the theme in the economic, social and territorial framework discussed by the authors. Many economists are convinced that recession and stagnation are the result of policies or ineffective or wrong and however to change. The obstinacy of continuing these policies would lead to prolonging the long-term stagnation for several other years and to increase social tensions even more. This effect is strengthened by the negative effect caused by low inflation rates or deflation which, in addition to making arduous the reduction of debt/Pil ratio, certainly disincentives investments, while moderate inflation would increase the incentive of enterprises and also families to get into debt to invest. The abundant liquidity created by the ECB must become more easily to enterprises and the real economy and austerity and rigor in public accounts must be replaced or at least supplemented by policies to support growth and public investment.
