Abstract

The work examines "Smart Cities and Smart Communities: the case of the municipalities of the Marches", bringing in relation the territorial dimension with the relevant economic and institutional aspects. In theoretical terms, this definition recalls the model of the Quadruple Elica (Arnkil et alii, 2010), which emphasizes the synergies deriving from the relationship between universities, industry, public institutions and citizens in pursuing intelligent development. Based on these considerations, and the launch of the European Innovation partnership Smart Cities and Smart Communities, the Polytechnic University of Marche, in collaboration with ANCI Marche, has prepared and administered a questionnaire to the municipalities of Marche to understand potential and criticality in terms of intelligent development 1. The analyses carried out, together with the theoretical approach adopted, allow us to state some policy considerations regarding the Smart Cities and Smart Communities Strategy. Inevitably, the competition to access these funds will be strong, so disposing pictures at the height of the situation becomes a strategic factor. Given the budgetary constraints and the sub-organic problems, the smaller municipalities may encounter obvious difficulties in acquiring such skills.
