Local labour systems: a good basis for territorial policies?

Abstract
The study deepens "local systems of work: a good basis for territorial policies?", reconstructing the problem and the main evidence developed in the text. A new European-scale harmonised algorithm for Local Work Systems Istat has recently published the new Local Work Systems (SLL), calculated on Census 2011 data. In particular, with the new algorithm, a smaller incidence of small systems is obtained and an increase in the consistency of internal relations with the past (Istat, 2014 b). In addition to the reported factors, a dismantling effect can also be played by administrative boundaries, which mark the discrimination between intra-communal and extra-communal flows. The EURO algorithm does not allow to control this effect, as it happens, instead, with the method developed by the OECD for urban areas, which starts from urbanized surfaces in a compact way (UMZ -Urban Morphological Areas-) and then calculate the basins of daily commuting (OECD, 2012). In some narrower interpretations, the basins of daily commuting are considered appropriate only for analysis and policies related to the labour market.
